Alibaba has filed a federal lawsuit in California challenging its inclusion on a Pentagon blacklist that the company says has no basis in fact or law. China has widened its retaliation against U.S. companies by imposing export controls on 10 American firms and separately barring government agencies from buying products from 46 others.
