Heavy rain floods Manila and Luzon as death toll rises to at least 16
Nine days of heavy rain, intensified by tropical storms, have flooded parts of Manila and the wider island of Luzon in the northern Philippines. Workers were seen wading through a rubbish-filled river in the capital as floodwater carried debris through the city.
