Key British diplomatic posts including the British Embassy in Moscow and the British Consulate in Ekaterinburg remain open but emphasize the precarious and potentially rapidly changing security environment in Russia. Concerns are heightened by the persistent terrorist threat in major Russian cities. The FCDO has established a 24-hour consular helpline for British nationals in Russia but points out that consular support is limited, particularly in volatile regions such as the North Caucasus. Special attention is drawn to British nationals who also hold Russian citizenship. Russian authorities treat such individuals solely as Russian citizens, significantly restricting UK governmental assistance should arrest or detention occur. Russian citizens are legally required to declare any second nationality, including British, within 60 days of acquisition or return to Russia. Failure to comply can incur criminal penalties such as fines up to 200,000 rubles or compulsory labor. Russia enforces a mandatory conscription system obliging men aged 18 to 30 to serve two years in the military. The government operates year-round conscription campaigns and actively recruits additional personnel under a declared partial mobilization plan. Receipt of a conscription notice in the Russian State Services portal bars the individual from leaving Russia.
