EU Leaders to Convene Informal Summit in Cyprus on April 23-24, 2026, to Address Geopolitical Challenges and MFF

The European Council will hold an informal meeting of Heads of State or Government on 23 and 24 April 2026 in Lefkosia and Agia Napa, Cyprus. The meeting is hosted by President Christodoulides and aims to address critical geopolitical and economic issues currently facing the European Union.

The session begins on the evening of 23 April with a briefing from Ukrainian President Volodymyr Zelenskyy concerning the ongoing Russian war of aggression against Ukraine. On 24 April, the leaders will focus on the conflict in Iran and the broader Middle East.

The discussions will emphasize the EU's role in contributing to regional de-escalation and peace, maintaining freedom of navigation, and addressing the socioeconomic repercussions caused by elevated fossil fuel prices. These economic impacts are already evident in the day-to-day lives of European citizens and businesses, heightening urgency for effective responses.

In parallel, the European Council will evaluate instruments available following decisions made at the March 2026 summit and proposals from the European Commission aimed at mitigating these challenges. The Council will also assess readiness measures related to the evolving geopolitical and security landscape, including considerations under Article 42(7) of the Treaty on European Union (TEU).

During the working session on the morning of 24 April, members will discuss the next Multiannual Financial Framework (MFF) set for 2028-2034. This postponed discussion since March focuses on securing adequate financing to match EU ambitions and includes dialogue on the introduction of New Own Resources.

The MFF is considered the primary instrument for the EU's strategic actions to support competitiveness and shared objectives. Following the formal meeting, an informal working lunch will be held with key regional partners from the Middle East.

This session is intended as a platform for exchanging views on shared geopolitical challenges and exploring new avenues for cooperation. This summit in Cyprus is a significant moment for the European Union's agenda, encompassing follow-up on energy decisions from March, coordinated EU political guidance on the Middle East crisis and its economic effects, and preparation for reaching a timely agreement on the next long-term budget framework throughout 2026.
