EU sanctions two Russian entities for hybrid disinformation activities targeting Europe and Ukraine

On 8 October 2024, the Council of the European Union implemented restrictive measures against two additional Russian entities identified as responsible for hybrid threats, including propaganda and disinformation targeting European Union member states and Ukraine. The designated entities are Euromore, a media platform functioning within the pro-Kremlin information network, and the Foundation for the Support and Protection of the Rights of Compatriots Living Abroad (Pravfond), a Russian state-founded institution.

Euromore acts as an unofficial media relay amplifying and legitimizing Russian narratives and disinformation aimed at European audiences. It recurrently spreads content that challenges the legitimacy of European Union institutions and seeks to justify Russia's ongoing war of aggression against Ukraine.

Pravfond operates as a core instrument of Russia's foreign propaganda and influence policy. Financed and established by the Russian government, it produces legal and analytical material supporting Kremlin disinformation themes, including claims of Ukrainian 'nazification', widespread 'Russophobia', and systematic persecution of Russian speakers in neighboring countries.

Both entities are identified by the Council of the European Union as actively supporting Russian government policies that threaten democracy, rule of law, stability, and security within the EU and Ukraine. Following this decision, restrictive measures now cover a total of 69 individuals and 19 entities.

The sanctions imposed on the two newly listed organizations include asset freezes and prohibitions preventing EU citizens and businesses from providing funds, financial resources, or economic benefits to them. These restrictive measures stem from a framework established by the Council on 8 October 2024, aimed at addressing actions and policies by the Russian Federation that undermine the fundamental values, security, and territorial integrity of EU member states.

On 18 December 2025, the European Council further condemned ongoing hybrid attacks against the Union and its members, reaffirming the EU's commitment to using all available tools to prevent and respond to malicious activities originating from Russia. Legal details of the sanctions regime have been published in the Official Journal of the European Union, formally enshrining these measures.

The listing of these two entities marks a continued EU effort to counter Russian disinformation campaigns and hybrid threats specifically focused on destabilizing Europe and supporting Russia's war against Ukraine. The Council's actions reflect a sustained strategy to safeguard democratic institutions and regional security from foreign malign influence through coordinated sanctions targeting key actors involved in propaganda and information manipulation.
