UK Home Office Updates Licensing Guidance for Explosives Precursors and Poisons

The UK Home Office revised its official guidance concerning applications for licences to acquire, import, possess, or use explosives precursors and poisons. These EPP licences are mandatory for handling certain controlled chemicals and substances under the Controls of Explosives Precursors and Poisons Regulations 2023, which came into force on 1 October 2023.
The updated guidance advises applicants to ensure all scanned proof of address and identity documents are correctly countersigned to prevent application delays. A message was added for applicants to check junk email folders for Home Office correspondence during the application process.
Significant procedural changes highlight that EPP licences issued by the Home Office are no longer valid in Northern Ireland post-Brexit, requiring adherence to a new separate procedure for that region. The guidance also expands on the refusal process and provides additional information under the 'regulated substances' and 'application process' sections.
These changes aim to comply with the new regulatory framework and improve application processing clarity for individuals and businesses subject to controlled substance regulations in the UK.
