Estonian President Karis Conducts State Visit to Finland Highlighting Security and Cultural Cooperation

President of the Republic of Estonia Alar Karis, accompanied by his spouse Sirje Karis, conducted a formal state visit to Finland from 28 to 29 April 2026. The visit was officially welcomed by President of the Republic of Finland Alexander Stubb and his spouse Suzanne Innes-Stubb during a ceremony at the Presidential Palace in Helsinki on 28 April.
This two-day state visit centered on strengthening bilateral relations between Estonia and Finland. Key topics included enhanced cooperation in security and defence technologies as well as promoting cultural collaboration between the two nations.
President Stubb emphasized Estonia's significance to Finland, citing deep historic, cultural, and linguistic ties. He noted that Nordic-Baltic cooperation has intensified amid the current Baltic Sea regional security environment.
Shared energy infrastructure and immediate communication channels between civil servants and national leaders were highlighted as part of the ongoing cooperative efforts. President Stubb also addressed the military conflict in Ukraine, observing that Ukrainian forces have outperformed Russian forces over the preceding four months.
He urged a reevaluation of the narrative related to the war, suggesting that Europe's dependence on Ukraine might outweigh Ukraine's need for European support. He described the Ukrainian military as the largest, most efficient, and most modern in Europe.
The official programme on 28 April included a luncheon hosted by Helsinki Mayor Daniel Sazonov, meetings with key Finnish officials such as Speaker of Parliament Jussi Halla-aho and Prime Minister Petteri Orpo, and a visit to the Oodi Central Library where the presidents publicly discussed literature with schoolchildren. The day concluded with a state banquet at the Presidential Palace.
On 29 April, the visit included wreath-laying ceremonies at Hietaniemi Cemetery and Old Church Park, cultural visits to the Museum of Contemporary Art Kiasma, and participation in a Finnish-Estonian business event focused on security and defence technologies. President Karis delivered a keynote address at Finland's National Defence University titled "Defending Tomorrow Together: The Baltic Sea Region in a Stronger Europe." This was followed by a panel discussion on security, resilience, and a Q&A session with students.
Later in the day, the presidential delegation toured Aalto University's satellite laboratory and the Ice and Wave Tank facilities designed to test maritime structures under ice conditions. The visit concluded with a reception hosted by President Karis and spouse at the Estonian Embassy in Helsinki.
Accompanying President Karis were Estonian Minister of Defence Hanno Pevkur, parliamentary members Henn Põlluaas and Mati Raidma, and delegations from business and cultural sectors. The spouses undertook separate engagements including visits to cultural institutions and social welfare organizations in Helsinki.
This visit follows a previous state visit by President Stubb and spouse to Estonia in 2024, maintaining the level of high diplomatic engagement between the two countries. The visit underscored ongoing efforts to solidify cooperation in defense amid heightened geopolitical tensions in the region.
