EU adopts EUR 5 million aid measure for Togolese navy

The Council today adopted an assistance measure worth EUR 5 million under the European Peace Facility to provide the Togolese navy with military equipment to meet its operational requirements. This decision comes in addition to a first assistance measure, worth EUR 10 million, adopted on 18 July 2025, to support the Togolese Armed Forces in their efforts to protect the territorial integrity of Togo, including against the spread of violent extremism in the north of the country.
Today's adoption brings the EU's overall support to Togo to EUR 15 million under the European Peace Facility. The two assistance measures aim to strengthen cooperation on security and defence between the Union and Togo, and more broadly in the Gulf of Guinea.
This new assistance measure also aims to reinforce the capabilities of the country's navy in support of its commitment to maritime security in the Gulf of Guinea, in the framework of the YaoundΓ© Architecture. Through this assistance, the Togolese navy will be equipped with surveillance and communication capacities, maintenance and support equipment, and intervention assets.

The envisaged equipment is not designed to deliver lethal force. The support under the European Peace Facility is part of a broader package that combines various tools, including development assistance aimed at preventing and combatting violent extremism, and supporting African-led maritime security and anti-piracy operations conducted by military actors in the Gulf of Guinea, to protect vessels, coastal populations and their livelihoods.
This support also complements the EU Security and Defence Initiative for the Gulf of Guinea launched in December 2023, contributing to peace and stability in the region. The European Peace Facility was established in March 2021 to finance EU external actions with military or defence implications, with the aim of preventing conflict, preserving peace and strengthening international security and stability.
