EU imposes sanctions on Russian drone firms after deadly Kyiv strikes

In view of Russia's continued and escalating aggression against Ukraine , including its recent deadly strikes on Kyiv during the nights of 1 and 5 July 2026, and its brutal military campaign deliberately targeting civilian infrastructure , the Council today decided to impose restrictive measures on one individual and five entities. These actors form part of the Russian military-industrial complex, specifically by being involved in drone manufacturing.

All of the five listed entities are part of the ABS Electro Group of companies, which develops and manufactures electronic and radio-electronic components needed for drone warfare. Notably, these entities contribute to the development of systems which enhance the capacity of Russian Unmanned Aerial Vehicles , such as Shahed and Geran type drones , by increasing their resistance against electronic warfare.

Additionally, several companies produce automated control systems for the Russian energy sector, which provides a substantial source of revenue to the Russian government. The listed individual is Irina Kharisova, the Chairman of the Board of ABS Electro group of companies, and the Director of several companies that are part of this group.

Today's listings were adopted within the restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine. Those listed under this sanctions regime are subject to an asset freeze and the provision of funds or economic resources, directly or indirectly, to them or for their benefit is prohibited.

Additionally, a travel ban to the EU applies to the natural persons listed. The relevant legal acts have been published in the Official Journal of the EU.

In its conclusions of 18 and 19 June 2026, the European Council reaffirmed its continued firm and unwavering support for Ukraine's independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that the Union will continue to provide, in coordination with like-minded partners and allies, comprehensive political, financial, economic, humanitarian, military and diplomatic support to Ukraine and its people.
