The message said Eisenhower met "every trial with steadiness, courage, and resolve" and earned the trust of the American people and the gratitude of the free world. It noted that he was born in Denison, Texas, raised in Abilene, Kansas, and began his public service after graduating from West Point.

The statement highlighted Eisenhower's nearly four-decade military career, including service as Supreme Commander of the Allied Expeditionary Force during World War II and as NATO's first Supreme Allied Commander Europe. It said he orchestrated the D-Day invasion of Normandy and later won the presidency in 1952, then secured another decisive victory in 1956.

The message also listed major actions from his White House tenure, including the Korean War armistice, the Civil Rights Act of 1957, the creation of NASA and the Small Business Administration, and support for the Interstate Highway System. It added that Eisenhower's 1953 inaugural warning about freedom and weakness continues to guide the administration's stated priorities on national defense, secure borders, law and order, and peace through strength.
