All designated persons and groups are subject to an asset freeze. The individuals listed are also under an EU travel ban.
In addition, EU persons and entities are forbidden from making funds, financial assets or economic resources available to any of the listed targets. The measures are described as complementary to sanctions imposed by the UN Security Council against ISIL/Da'esh and Al-Qaeda.
The Council said the EU remains committed to countering the continuing terrorist threat posed by Al-Qaeda, ISIL/Da'esh and their regional affiliates, and to taking action against those who plan, finance and commit terrorist attacks and spread terrorist propaganda worldwide.
