Orlando Man Pleads Guilty in $38 Million Payroll Tax Fraud Scheme

Mario Lisandro Flores Moradel pleaded guilty to participating in an extensive off-the-books payroll fraud that resulted in over $38 million in losses to the U.S. government. From 2015 to 2022, Flores ran a cash payroll network through multiple shell companies, primarily targeting construction workers.
