UK Sets Final Terms for Independent Inquiry into Grooming Gangs

The UK government has formalized the scope and objectives for an Independent Inquiry into grooming gangs, following the recommendation of Baroness Louise Casey’s 2025 National Audit on group-based child sexual exploitation and abuse. This inquiry will examine systemic failures and seek to understand how such abuse was allowed to persist.

The inquiry is expected to impact law enforcement agencies, social care systems, survivors of abuse, and the wider public concerned about child protection in England. By investigating these abuses comprehensively, the government hopes to address institutional weaknesses and improve safeguarding measures.

The final terms of reference were announced after a period of public consultation, reflecting efforts to ensure transparency and responsiveness to affected communities. Although the government acknowledges accessibility challenges with the current publication, they are working on an improved accessible version to ensure wider public engagement.

This inquiry represents a critical step for the UK in confronting past failures to protect children and preventing future exploitation, responding to increased public and political pressure to resolve longstanding issues related to grooming gangs.
