Trump issues DPA determination on U.S. petroleum production, refining and logistics capacity
Trump issued a presidential determination under section 303 of the Defense Production Act of 1950, as amended, on domestic petroleum production, refining and logistics capacity. The memorandum was addressed to the Secretary of War and ordered publication in the Federal Register. It states that any inconsistent prior memorandum, proclamation, or executive order is superseded to the extent of the inconsistency. The determination cites Executive Order 14156, issued on January 20, 2025, which declared a national energy emergency under the National Emergencies Act.
