New Free Speech Complaints System for English Universities to Launch

The UK government has announced that a new complaints system for academics at English universities will come into force for the next academic year starting in 2026.
This system will allow university staff to bring free speech complaints directly to the Office for Students (OfS).
From April 2027, universities found to have failed to protect free speech could face fines of up to £500,000 or 2% of their income.
Education Secretary Bridget Phillipson stated that freedom of speech is fundamental to university success but highlighted concerns about a culture of fear stifling knowledge.
The complaints system will apply only to university staff, not students.
Students will continue to raise concerns through their universities and independent adjudicators.
This new mechanism follows a stronger free speech law enacted in August 2025, although the complaints element had been delayed.
Previously, academics had to pursue other routes such as employment tribunals due to the lack of a dedicated complaints system.
Initially, the OfS will review how incidents are handled, require universities to amend their free speech processes, and may direct compensation payments to affected individuals.
