UNODC trains Haitian police on firearms trafficking response in Cap-Haïtien
From 20 to 22 April 2026, the United Nations Office on Drugs and Crime, through its Global Firearms Programme, delivered a specialized training on illicit firearms trafficking and the criminal justice response in Cap-Haïtien, Haiti. The activity took place under the ENFORCE project and was framed as support for the implementation of the United Nations arms embargo on Haiti.
The training was designed to strengthen national capacity to detect, investigate and prosecute firearms trafficking offences. It brought together officers from the Haitian National Police, including personnel from specialized units such as SPAF, with participants travelling from both Cap-Haïtien and Port-au-Prince.
The United Nations Integrated Office in Haiti also participated, adding an inter-agency element to the course. UNODC said the training covered emerging firearms trafficking trends, including the use of the dark web and 3D-printed firearms, as well as links between firearms trafficking, organized crime and gang violence in Haiti.
Participants were trained on the international and national legal frameworks, investigative techniques, intelligence-led policing, firearms tracing and marking, crime scene management, special investigative techniques, and international tracing tools such as INTERPOL's iARMS. The course also included forensic ballistics, border detection methods, risk profiling, and concealment methods including trafficking through postal parcels and commercial shipments.
