EU details €6m West Bank monitoring plan as ministers prepare new settler blacklist

The European Union has set out a €6m plan to support volunteer monitors and first responders in the West Bank, while foreign ministers prepare to blacklist more of the most extreme settlers.

The funding is intended to reinforce volunteer first-responder teams and improve the operational readiness of the Palestinian Civil Defence, according to an EU Commission spokesperson.

It will also back civil society organisations documenting violations and preserving evidence for possible legal action.

The EU said the scheme is meant to improve emergency response capacity and legal accountability after a sharp rise in violent settler attacks.

First payments are expected by the end of July and will go mainly to communities in Ramallah, Hebron and Nablus governorates.

The plan comes amid continuing concern over deaths, injuries, property destruction and forced displacement in affected areas.

Palestinian Authority prime minister Mohammad Mustafa described the volunteer first-responder effort as a response to what he called settler terrorism.

An EU source said supported civil society groups would provide a protective presence in affected areas, while communities under attack could receive equipment such as fences.

The Commission did not confirm that detail.
