The Strait of Hormuz has long been treated as a strategic chokepoint because of the volume of energy shipments that pass through it. The report says the waterway handled about 20% of the world's daily supply of oil and liquefied natural gas before the war. It also says Iran has used the threat of naval mines to assert control over the passage, including warnings about "danger zones" in the global shipping lane.

According to the report, it is unclear how many mines may have been laid in the strait. US Secretary of State Marco Rubio told a Senate Foreign Relations Committee hearing in early June that Iran had "mined large segments of Hormuz - international waters", although he did not give further detail. The report also says US intelligence estimated Iran had more than 5,000 sea mines stockpiled before the recent conflict, ranging from older contact mines to more advanced types that respond to acoustic or magnetic fields.

The immediate concern is not only the presence of mines, but the difficulty of clearing them safely. Sea mines are described as one of the most disruptive and dangerous threats in modern naval warfare because they can be hidden on the sea floor or float in murky water. Defence consultant Jon Pentreath, a retired British navy rear admiral, said mine warfare is effective because the devices are cheap to deploy but expensive to clear.

He added that even the threat of a minefield can be enough to stop commercial shipping. The report says the mine-clearing task would be especially difficult in the Strait of Hormuz because of the environment and the uncertainty over the scale of the threat. It says modernised technology could reduce the risk to de-mining crews, but experts still regard the area as a particularly challenging place to work.

In April, US officials suspected Tehran had dropped about a dozen Iranian-made Maham 3 and Maham 7 sea mines in the strait, according to the report. The wider significance lies in the role the strait plays in global energy security. Any disruption there can affect oil and liquefied natural gas shipments well beyond the region, which is why mine clearance would be a first step before any reopening.

The report frames the issue as part of a broader contest over access and control in a waterway that is central to international trade.
