India opens conventional missile technology transfer to private industry
India has approved the transfer of technology for all conventional missile systems developed by the state-run Defence Research and Development Organisation to domestic private companies for production inside the country. The decision was announced by the Ministry of Defence after Defence Minister Rajnath Singh signed off on the move, which marks a significant shift in a sector long dominated by government-run firms and research laboratories. It is intended to speed up the move from development to mass production and to widen the role of Indian industry in defence manufacturing.

Under the new policy, private companies will be able to compete for technology and production rights, but only if they meet technical qualifications, certifications and other regulatory requirements. The ministry said the objective is to strengthen domestic manufacturing capabilities, build the defence industrial base and create opportunities for micro, small and medium-sized enterprises, as well as other technology partners, in the supply chain. It also said the measure would support the successful transition of missile system development to industrial production.
The announcement covers a broad range of missile systems, including surface-to-air and air-to-air missiles, according to a research fellow cited in the reporting. That breadth makes the policy more than a narrow procurement change, because it opens a sensitive part of defence production to a wider industrial base. The ministry said the state research body would continue to work closely with Indian industry to help transfer and absorb advanced defence technologies.
The move matters because it sits at the centre of India's long-running effort to reduce dependence on imports and build greater self-sufficiency in military production. Successive governments have promoted domestic defence manufacturing, but missile systems have remained among the most tightly controlled areas of production. Allowing private firms into this space suggests a stronger push to create a more capable home-grown military-industrial base.
