UN Security Council marks 9/11 anniversary with counter-terrorism focus on AI and drones

The UN Security Council met at the top of the hour to mark 25 years since the 9/11 attacks and to hear a counter-terrorism briefing. Ambassadors were taking stock of a threat environment that has changed significantly since resolution 1373 established the Council's counter-terrorism machinery in 2001.

Briefers were expected to focus on militants' growing use of artificial intelligence, drones and encrypted platforms for recruitment and attack planning. The meeting was framed around how those tools are being used in a threat picture that has moved beyond the 2001 model.

Council members were also set to adopt a presidential statement, described as the Council's first on terrorism in five years. The statement followed reportedly tense talks over references to specific groups and wording on new technology, indicating continued disagreement among members over how to address the issue in formal Council language.
