They also provide additional financing for the EU Military Assistance Mission in Support of Ukraine (EUMAM Ukraine), amounting to a total of EUR 230 million. These decisions mark a major step towards implementing the political agreement reached by EU member states on 25 September 2026 to mobilise EUR 6.6 billion for Ukraine under the EPF.
The agreement included the provision of EUR 1 billion in new military aid to Ukraine and further reinforcement of EUMAM Ukraine in 2027. Today's decisions bring the EU's overall support to Ukraine under the EPF to EUR 10.8 billion, including EUR 9.9 billion for the reimbursement of military aid delivered by member states' and EUR 950 million for military training by EUMAM.
Today's decisions confirm the EU's continued firm and unwavering support for Ukraine's independence, sovereignty and territorial integrity within its internationally recognised borders in the face of Russia's war of aggression. The European Peace Facility was established in March 2021 for the financing of actions under the common foreign and security policy (CFSP) to prevent conflicts, preserve peace and strengthen international security and stability.

In particular, the European Peace Facility allows the EU to finance actions designed to strengthen the capacities of third States and regional and international organisations relating to military and defence matters. The EU has so far provided EUR 6.4 billion from the European Peace Facility in support to Ukraine.
On 25 September 2025 EU member states agreed to mobilise a total of EUR 6.6 billion of which EUR 4.9 billion have been allocated through the Council Decisions today. The EU has also channelled EUR 3.5 billion in extraordinary revenues generated from Russian immobilised assets , the so called windfall profits - through the EPF to address three Ukrainian priority needs (ammunition, air defence, and drones), out of which military equipment worth more than EUR 1.5 billion was procured directly from the Ukrainian defence industry.
