UK and Allies Pledge Over €300 Million for Ukrainian Civilian Cyber Defense Amid Russian Attacks

Delegates representing the Tallinn Mechanism member states met in London on 9 and 10 March 2026 to renew their support for Ukraine’s civilian cyber defense against Russian aggression. Since December 2023, the coalition has committed €302.6 million toward civilian cybersecurity needs to strengthen Ukraine’s resilience in the face of sustained cyberattacks attributed to Russia.

This renewed pledge comes as the war reaches its fifth year, with Russia continuing a campaign of state-sponsored cyber warfare aimed at crippling Ukraine’s national infrastructure and civilian systems. The support focuses on providing technical assistance, funding projects, and improving Ukraine's defensive capabilities to withstand and quickly recover from cyber incidents.

The commitments highlight the importance of coordinated international cyber defense as a critical front in the ongoing conflict. For Ukraine, civilian systems such as communication, energy, and public services rely increasingly on robust cyber protection to maintain societal stability and national security. The UK’s leadership within the Tallinn Mechanism underscores its role in shaping collective responses to hybrid threats posed by Russia.
