Germany and Italy Block EU Bid to Suspend Trade Agreement with Israel

Germany and Italy have prevented the European Union from suspending its association agreement with Israel, despite concerns over human rights violations.

The proposal to partially suspend the trade deal was tabled by Ireland, Spain, and Slovenia but failed to secure majority support among EU member states.

The EU foreign ministers met on April 21, 2026, to discuss the suspension amid ongoing violence in Gaza and the West Bank.

The bloc remains divided on imposing sanctions on Israel, with some countries criticizing the Israeli government's actions while others oppose punitive measures.

No immediate suspension of the agreement will take place, and the EU foreign policy chief, Kaja Kallas, indicated that discussions on the matter will continue.

She also expressed skepticism about the effectiveness of sanctions in stopping Israeli settlement expansion in the West Bank.

This issue is significant as it highlights the EU's internal divisions over its approach to Israel amid escalating violence and humanitarian concerns.

The association agreement includes human rights conditions, and some member states argue that Israel's actions breach these terms.

Ireland, Spain, and Slovenia, known for their support of Palestinian rights, have been vocal in calling for a suspension.

Spain's foreign minister, José Manuel Albares, and Prime Minister Pedro Sánchez have criticized Israel's ongoing conflict and urged the EU to reconsider its relations.

Belgium's foreign minister, Maxime Prévot, also emphasized the need for stronger EU voices on sanctions due to unprecedented levels of violence by Israeli settlers in the West Bank.

Separately, the EU plans to adopt new sanctions on Iran in May, targeting individuals involved in restricting free navigation through the Strait of Hormuz.
