Russia and Ukraine clash over Kostiantynivka control claims and proposed local ceasefire

Russia and Ukraine have issued conflicting claims over the eastern city of Kostiantynivka in the Donetsk region, with Moscow saying its forces have taken the city and Kyiv rejecting that assertion. Russia's Defence Ministry also said Ukraine refused a proposed six-hour local ceasefire in and around the city to allow the handover of fallen Ukrainian soldiers' bodies. According to the Russian ministry, the proposed pause in fighting was meant to begin on Monday and would have allowed the transfer of bodies. Moscow said it had given Kyiv until 0900 GMT on Sunday to respond. Ukraine denied that Kostiantynivka had fallen, and President Volodymyr Zelenskyy said the Russian claim was untrue and amounted to another attempt to create a news story.

He also suggested that if the city were under Russian control, President Vladimir Putin could meet him there to seek a diplomatic end to the war. The Russian claim is the latest in a series of competing statements over the city, which Moscow has long sought as part of its advance through Donetsk. Kremlin spokesman Dmitry Peskov mocked Zelenskyy's suggestion of a meeting in Kostiantynivka and repeated Moscow's position that the city was already part of Russia.

Zelenskyy has previously written to Putin seeking face-to-face talks, but has rejected the idea of meeting in Moscow. The exchange shows how both sides continue to use public statements to shape the political and military narrative around the war. Kostiantynivka matters because it sits within the broader Donetsk theatre, where control of territory remains central to the conflict.

Any confirmed change in control would have implications for military logistics, civilian safety and future negotiations. A temporary ceasefire for body recovery would also carry humanitarian significance, even if limited in scope, because it would involve coordination between forces that remain in active conflict. Zelenskyy also spoke to Trump that day and said they discussed the war's 1,200-kilometre front line.

The timing suggests that diplomatic contacts are continuing even as both sides trade accusations over the battlefield situation. What remains unclear is whether Russia's claim of control over Kostiantynivka can be independently verified and whether any local ceasefire proposal will be revived. It is also not clear whether there will be any further direct contact between the sides over the recovery of soldiers' bodies.
